Welcoming Message from H. E. Auditor General

Public Financial Management Reform is the utmost effort of Royal Government of Cambodia in improving the effectiveness and efficiency of public resource management. In this quest, National Assembly, on proposal of Royal Government of Cambodia, approved to establish National Audit Authority (NAA), with full mandate to conduct all types of audit on all ministries; provinces and municipalities; communes and sangkat; public institutes; public companies, state-owned and state-private joint venture enterprises; externally assisted projects; and political parties, private companies, and NGOs, which receive concession and financial assistances from RGC and represent public interest. Enacted by National Assembly in 2000, NAA became operational in 2001.

 

Not to mention about its technical aspects, Public Audit is a very newly emerging terminology to the public; therefore, embedding and discharging its roles and responsibilities is very challenging to NAA from both factors, internally and externally. Strategic plans, policies and other constructive initiatives have been launched to strengthen our weakness and mitigate those impediments. Among those, institutional capacity building and improved legal framework have been our most focal points to have NAA's image recognized and smooth cooperation from stakeholders ensured.

For almost one decade of our dedicated commitment, we have materialized substantial achievements in the area of institutional capacity development, legal framework and international cooperation, to name a few. So far, auditors have been trained domestically and internationally; furthermore, consultants and experts have been engaged extensively in compiling audit manuals and guidelines based on generally accepted practices. Currently NAA also enjoys benefit from membership of regional and international associations, namely ASOSAI, INTOSAI and others, who hold international trainings, workshops and conferences on a regular basis.

Looking backward, we would not be here without tireless efforts from our staff, support from Royal Government of Cambodia, legislative body and assistances from our generous development partners, namely ADB, DANIDA, GTZ, World Bank and other partners. However, going forward, intense inside efforts and outside support from all parties are indeed demanded in order that NAA will discharge its roles and responsibilities more effectively and efficiently, with broader coverage and move toward comparable standards to those of developed SAIs.

In this sense, I would like to convey my sincere thanks to colleagues, all managements and staff at all level of NAA and development partners who have been joining us in this extraordinary journey. Last, but not least, It is worth to highlight the significant support and cooperation from Royal Government of Cambodia, National Assembly, Senate, auditees and the public.
